Armenian parliament imposes restrictions on protests
Armenia's parliament on Monday imposed restrictions on holding rallies, a move that followed violent protests against the February 19 presidential poll.
The amendments introduced to the law on public protests are apparently aimed at avoiding further clashes between police and the opposition after a state of emergency expires on Friday.
President Robert Kocharian declared the 20-day emergency rule in the capital Yerevan on March 1 following mass protests staged by the opposition that labeled the vote as rigged. Eight people were killed and more than 100 were injured in the post-election clashes.
An emergency session of parliament voted 90-6 to pass the two readings of the law. One of the amendments allows the authorities to ban a rally "if they receive trustworthy police or security service reports that such an action may threaten national security, public order or violate citizens' constitutional rights".
President Kocharian's ally Prime Minister Serzh Sarkisian won the election. Sarkisian gained 53 percent of the vote compared with the main opposition challenger, former president Levon Ter-Petrosian's 21.5 percent.
The legislative changes could prevent Armenian opposition from protesting altogether given that the violent actions that marred the March 1 opposition protests are yet to be investigated. But Ter-Petrosian has said the opposition would defend its right to hold rallies despite the restrictions.
The new law on rallies will go into force 10 days after its publication in Armenia's official newspaper.
