France says Karabakh talks ‘deadlocked’ – US cable

YEREVAN – France believes that talks on the Armenia-Azerbaijan conflict over Nagorno Karabakh are deadlocked, says an alleged State Department cable released by WikiLeaks, Armenian media reported.

The cable, sent in late February by Andrew Young, an aide for the US embassy in Paris, contains quotes from a meeting of French Foreign Ministry official Roland Galharague with US Assistant Secretary of Defense Alexander Vershbow and US Deputy Assistant Secretary of State Spencer Boyer. Galharague was quoted as saying that Karabakh settlement talks are deadlocked and the mediating OSCE Minsk Group is taking no steps forward. He said that the French government currently lacks the leverage needed to put pressure on the Armenians because ethnic Armenian citizens of France have about 500,000 votes, with regional elections due in the country in March.

Speaking about the sanctions against Iran, Galharague said that unrest in the country would adversely affect the Caucasus region, including Armenia, which maintains close trade relations with Iran.
