KIEV – A "road map" on settling the Upper (Nagorno) Karabakh conflict may be submitted to Azerbaijan and Armenia at the OSCE summit in December, US Ambassador to the OSCE Ian Kelly was quoted by Ukraine’s Ukrinform news agency as saying in Brussels.

Kelly expressed Washington’s concern over the rising tensions in the Armenia-occupied Upper (Nagorno) Karabakh region of Azerbaijan and voiced hope that a mutually acceptable formula for a conflict settlement would be found at the OSCE summit, scheduled for December 1-2 in Astana.

"We are very concerned over the increasing tragic incidents resulting in human casualties along the Line of Contact in Nagorno Karabakh. This is an extremely alarming situation," the US envoy said.

Kelly said the OSCE plays its role in Karabakh settlement, the mediating OSCE Minsk Group co-chairs are working hard to achieve a solution and have established firm relations with the Azerbaijani and Armenian leadership.

"The most important point now is for the parties to continue negotiating with each other in order to ensure a diplomatic process," Kelly said.
