OSCE envoy issues warning over truce violations
The OSCE chairman's special envoy has cited more intense
violations of the ceasefire between Azerbaijan and Armenia in the
past months.
"Both sides have been warned over persistent ceasefire breaches on
the contact line of the two countries' armed forces," Andrjej
Caspzyk told journalists Thursday after a monitoring conducted by
the European security body in Azerbaijan's Goranboy district.
Caspzyk said the OSCE would hold monitoring on the frontline more
often from now onward in a bid to prevent ceasefire violations.
The envoy emphasized that he is required to brief each conflicting
side on the monitoring, saying he should instead be granted a
special mandate authorizing secret observations to witness the real
situation on the frontline.
"At times I stay where the monitoring was conducted for a while,
and during this time I witness ceasefire breaches," Caspzyk
admitted.
The two countries fought a lengthy war that ended with the signing
of a cease-fire in 1994, but Armenia continues to occupy Upper
Garabagh and seven other Azerbaijani districts in defiance of
international law. Peace talks are brokered by the OSCE Minsk Group
co-chaired by the United States, Russia and France.
