OSCE offers pre-election campaigns on state-run TV channel
The Organization for Security and Cooperation in
Europe (OSCE) has offered allocating free-of-charge airtime on the
state television channel AzTV for candidates running for
Azerbaijan’s November parliamentary elections, according to Natig
Mammadov, the Central Election Commission (CEC) secretary.
Free airtime for election hopefuls has so far been granted only on the Public TV channel during the 2008 presidential election and the 2009 local polls due to AzTV’s being a state-run broadcaster.
Shahin Aliyev, Legislation and Legal Expertise Department head of the Azerbaijani Presidential Administration, has said he was "surprised" by the OSCE’s proposal, as international organizations had, themselves, suggested AzTV’s not being involved in pre-election campaigns.
"In other words, we accepted their suggestions. But now they are backing down from their own proposals," Aliyev said.
