OSCE mediators cite ‘new impetus’ for Garabagh settlement
High-level meetings in Washington, Baku, and Moscow provide a
new impetus to the advancement of a peaceful settlement of the
Armenia-Azerbaijan conflict over Upper (Nagorno) Garabagh on the
basis of a peace outline dubbed "the Madrid Principles", the OSCE
mediators have said.
The conclusion was made by the co-chairs of the OSCE Minsk Group -
Yuri Merzlyakov of Russia, Bernard Fassier of France, and Robert
Bradtke of the United States - in a joint statement released
Thursday after their meeting in Moscow to discuss recent
developments concerning Garabagh settlement. The co-chairs will
travel to Vienna in early May to brief the Minsk Group on these
efforts.
The mediators discussed the possibility of arranging the next
meeting of the Azerbaijani and Armenian leaders. They are now
expected to offer holding the talks on May 8 in the Russian
capital.
Armenia and Azerbaijan waged a war over the mountainous region of
Upper Garabagh in the early 1990s, which claimed some 30,000 lives
and displaced about a million Azerbaijanis. Armenia has been
occupying over 20% of Azerbaijan’s internationally-recognized
territory since then. The ceasefire accord was signed in 1994, but
the OSCE-brokered peace talks have been fruitless so far.*
