Aliyev’s aide accuses Armenia of derailing talks
Armenia is seeking to disrupt the talks on resolving the Upper (Nagorno) Garabagh conflict underway based on the updated Madrid principles, an outline for a conflict settlement proposed by the mediating OSCE Minsk Group co-chairs, Ali Hasanov, a senior aid to Azerbaijani President Ilham Aliyev, has said.
Azerbaijan has stated that it accepts the renewed Madrid Document, while Armenia has yet to put forth a clear-cut stance on the peace outline.
Hasanov, Aliyev’s head of public-political issues, emphasized that though the document does not fully comply with Azerbaijan’s interests, Baku accepted the outline to ensure constructivism in peace talks. Yerevan, in contrast, has begun altering its stance on the document. "And this is due to the fact that the Armenian leadership lacks political will to make a decision. Their capabilities to pass an independent decision are limited. And this creates an impression that the persons currently running Armenia are either reluctant to resolve the Upper Garabagh conflict or lack courage to do so."
The conflict between the two South Caucasus republics reared up in the late 1980s due to Armenia's territorial claims. Armenia has been occupying over 20 percent of Azerbaijan's internationally-recognized territory since the early 1990s in defiance of international law. The ceasefire accord was signed in 1994, but over a decade of efforts by US, Russian and French mediators have been fruitless so far.*
