Int’l conference on Nov. poll held in Baku
An international conference on Azerbaijan’s November parliamentary elections was held in Baku on Friday.
Ali Hasanov, the head of the Presidential Administration socio-political department, said the Azerbaijani government takes the OSCE recommendations seriously and is ready to accept willingly the suggestions that would foster improvements in electoral practices. However, he added: "Those recommendations that would make the outcome of the elections dependent on the will of separate institutions and individuals cannot be accepted. As a government, we bear responsibility for the elections. When an election is disrupted, no international organization will assume responsibility. This responsibility will rest with the Azerbaijani government."
In conclusion of the conference, participants adopted a resolution voicing support for a free election representing all political blocs.
"We look forward to the participation of all political parties in upcoming parliamentary elections. We call on the ruling circles of Azerbaijan to continue efforts to create the conditions necessary for conducting free and fair parliamentary elections, and with this, especially given the assessment of the Council of Europe on substantial progress in the presidential elections held in 2008, the elections can meet democratic standards," the resolution says.
The conference also called upon all international organizations to fully support the territorial integrity and sovereignty of Azerbaijan in accordance with the UN resolutions. It says that the Armenia-Azerbaijan Upper (Nagorno) Garabagh conflict is causing instability in the South Caucasus region, and the unresolved status of the long-standing dispute hinders democratic reform in the country.*
