OSCE mediators’ talks with Armenia minister ‘constructive’
The OSCE mediators brokering settlement to the Armenia-Azerbaijan conflict over Upper (Nagorno) Garabagh have regarded as constructive their recent talks with Armenian Foreign Minister Eduard Nalbandian.
"The talks were held in a constructive spirit, and will be continued during the forthcoming travel of the co-chairs to Yerevan and Upper Garabagh," the co-chairs of the OSCE Minsk Group - Yuri Merzlyakov of Russia, Bernard Fassier of France, and Robert Bradtke of the United States - said in a statement released Wednesday.
During the working session held in Paris on Tuesday, the mediators discussed the Armenian comments on the co-chairs' latest formulations of the basic principles for the peaceful settlement of the Garabagh conflict, says the statement, posted on the OSCE website.
A fragile ceasefire has been in place between the two South Caucasus republics since a brutal war in the 1990s that claimed some 30,000 lives and displaced about one million Azerbaijanis from their homes. Armenia continues to occupy Upper Garabagh and seven adjacent Azerbaijani districts in defiance of international law. The ceasefire accord was signed in 1994, but the OSCE-brokered peace talks have been fruitless so far. Azerbaijan has not ruled out military action to liberate its land.*
