OSCE chief pledges to draft roadmap on Garabagh
OSCE chair Kazakhstan will develop a roadmap on a peaceful settlement of the Armenia-Azerbaijan conflict over Upper (Nagorno) Garabagh, the organization’s Chairman-in-Office, Kazakh Foreign Minister Kanat Saudabayev has said.
Saudabayev told the opening of the OSCE Parliamentary Assembly’s winter session in Vienna on Thursday that boosting cooperation among the OSCE member states’ parliaments is a key element in the solution of regional problems, including the settlement of protracted conflicts.
"I call on parliament members to effectively avail of parliamentary diplomacy to eliminate the lack of confidence among countries and peoples. Your words and judgment will have convinced people of the importance of warding off stand-off," the OSCE chairman said.
The Garabagh conflict emerged during the last few years of the Soviet Union. 20 percent of Azerbaijan’s territory, including Upper Garabagh and seven adjacent districts, has been under Armenian occupation since the two South Caucasus republics signed a precarious cease-fire in 1994 following a lengthy war. The OSCE has been brokering peace talks for nearly two decades through a team of mediators representing the United States, Russia and France. However, negotiations have brought few tangible results so far.*
