PACE rapporteurs assessing Azeri record
The co-rapporteurs of the Parliamentary Assembly of the Council
of Europe (PACE) have arrived in Azerbaijan to conduct another
monitoring on progress in the country’s implementing its CE
commitments.
Andres Herkel of Estonia and Joseph Debono Grech of Malta this time
started their visit from Ganja, the country’s second largest city,
according to the CE Baku office. They met with the head of Ganja
executive authority, Eldar Azizov, and the heads of law enforcement
agencies on Monday. Later in the day, the rapporteurs were expected
to visit a police precinct and a pre-trial detention cell.
On Tuesday, Herkel and Grech are scheduled to hold meetings with
representatives of Azerbaijani NGOs and opposition parties.
The rapporteurs are due to return to Baku on Wednesday to hold
discussions with government officials, members of political parties
and civil society representatives.
Herkel and Grech, who will wrap up their visit to Azerbaijan on
Thursday, are expected to prepare a report in conclusion assessing
the implementation of the country’s CE obligations. According to
Herkel, the report will be submitted to the PACE session to be held
in June. The document will outline issues regarding Azerbaijan’s
development and outstanding problems.*
