Russians living in northern Azeri district naturalized
The nationals of Russia living in two villages of a northern
district of Azerbaijan have adopted Azerbaijani citizenship,
according to Garib Mammadov, the head of the State Land and Mapping
Committee.
Residents of the Khrakhoba and Uryanoba villages in the Khachmaz district, located 50 km away from the border with the neighboring country, used to hold Russian passports. In 1954, the land occupying 300 hectares was temporarily granted as pasture areas to Daghestan, Russia’s administrative area, on a decision of the Soviet Union. In 1984, the government of the Azerbaijan Republic, which was then part of the USSR, extended the validity of the document until 2004.
The rural residents had been baselessly considering themselves Russian citizens and refusing to adopt Azerbaijani citizenship. Therefore, land reform has not been carried out in those villages to date, which has caused problems for the Azerbaijani citizens living there.
Of note, until recently, Khrakhoba and Uryanoba residents were not paying electricity and gas bills and taxes.*
