The State Agency for Public Service and Social Innovations aims to achieve further improvement in public services in the country and intends to expand the geography of its activity.
Ulvi Mehdiyev, Chairman of the Azerbaijani State Agency for Public Service and Social Innovations (ASAN), signed a letter of intent with Turkish Ministry of Transport and Infrastructure, and Turkish Cooperation and Coordination Agency.
The document was signed on the sidelines of the UN Public Service Forum, which is held in Baku on June 24-26.
“The parties will cooperate in the provision of public services, as well as in the field of e-government,” said Mehdiyev, adding that the cooperation between the two countries will assist other countries in sharing experience in the provision of public services.
The protocol is intended to expand the capabilities of partner organizations.
At the same time, human capacity building will be ensured through expert advice and technical assistance, training programs, training courses, specialized courses and other tools.
The sides stressed the importance of the document for the expansion of cooperation and fraternal relations between Azerbaijan and Turkey.
One of the factors that have further enhanced the public services transparency in developed countries in recent years is the launch of the e-government.
The e-government provides information and e-services to all citizens, legal entities and individuals, foreign citizens and stateless persons living in the territory of Azerbaijan by using state-of-the-art information technologies.
The formation of e-government in Azerbaijan is based on the international practice. Legal framework for its activity was established by the decrees “On approval of State Program (E-Azerbaijan) for the development of communication and information technologies in Azerbaijan in 2010-2012”, and “On approval of some measures for provision of electronic services by government agencies” dated May 23, 2011.
Moreover, the decree dated March 14, 2018, provides measures to develop e-government and transition to the digital government.
According to the decree, ASAN Service was charged with the implementation and regulation of the state policy on e-government to improve the management system in this area, strengthen state control and improve the efficiency of the conducted work.
ASAN Service provides unified management of service delivery centers, coordination, monitors and evaluates the activities of government employees operating in service centers, integrates the information bases of government agencies, speeds up the process of organizing electronic services, as well as improves the management system in this area.
The purpose of the creation of ASAN Service centers is to reduce the additional costs of funds and time spent by citizens, achieve courteous treatment and compliance with ethical rules in relation to citizens, increase the level of professionalism, strengthen trust in government structures, increase transparency, strengthen the fight against corruption, provide wider use of electronic services and strengthen institutional reforms carried out in this area.
It should be noted that ASAN International Association has been recently established that will cooperate with international organizations in public services. The memorandum of cooperation was signed by Turkey, Indonesia, Montenegro, the UAE, Uganda, Afghanistan, Morocco and Azerbaijan.
