Azerbaijan, Romania commit to strategic partnership
Azerbaijani and Romanian Presidents Ilham Aliyev and Traian Basescu signed a document establishing a strategic partnership between the two countries following talks held in Bucharest on Monday, Azerbaijan`s state-run Azertag news agency reported.
The Romanian leader told a joint news conference after co-signing the joint declaration that his country had, so far, signed such an agreement only with the United States. According to Basescu, the document covers cooperation in a wide range of fields, including politics and economics.
``The provisions reflected in it are indicative, in their own way, and comply with the interests of both the European Union and the national interests of Azerbaijan and Romania,`` Basescu said.
President Aliyev said the declaration ``opens up new prospects for cooperation.``
In addition, the Azerbaijani and Romanian governments signed two additional protocols - the agreements on joint combat against trans-national organized crime and international terrorism, and on collaboration in eliminating the aftermath of emergencies. Also, the two countries` ministries signed memoranda on cooperation in the area of information technologies and on environmental protection.
President Basescu said his Azerbaijani counterpart`s two-day visit to Bucharest had resulted from work done over more than four years. He said Azerbaijan-Romania cooperation was expanding, particularly noting bilateral relations in the energy sector.
Regarding the Romanian government`s stance on ``frozen`` conflicts, and the Armenia-Azerbaijan Upper (Nagorno) Garabagh dispute in particular, Basescu reiterated Bucharest`s commitment to peaceful solutions based upon international law and the territorial integrity of states.
The Azerbaijani leader said the documents signed in the Romanian capital would serve as a solid basis for boosting ties with Romania.
Aliyev welcomed Azerbaijani-Romanian economic and energy cooperation, noting that Azerbaijan`s gas is already being delivered to EU markets.
The president also thanked his counterpart for Romania`s supportive position on the Garabagh conflict settlement.
Azerbaijan and Romania established diplomatic ties in June 1992. In October 2004, President Aliyev paid an official visit to Romania, followed by another visit in September 2007 when he attended the opening of the Heydar Aliyev Foundation`s representation in the country.
President Basescu paid an official visit to Azerbaijan in October 2006. In August 2008, Basescu scheduled a working visit to the South Caucasus republic, part of a tour that also included visits to Ukraine, Moldova, Turkey and Georgia, in light of the Russia-Georgia war in South Ossetia.
With a view to boosting economic cooperation, an Azerbaijani-Romanian inter-governmental commission for trade and economic relations and technical and scientific cooperation was established. The body held its first meeting in Bucharest in October 2004.
The Azerbaijani-Romanian trade turnover totaled $127.2 million in 2008, according to Romanian official sources.
