State NGO support body endorses $2m aid
569 projects have been submitted to Azerbaijan`s Council for State Support to Non-Governmental Organizations under the President in 2009. The body allocated funds worth over $2 million after reviewing the bids, although only two-fifths of the projects had been approved, according to Azay Guliyev, the organization`s chairman.
Guliyev said, while drawing up the results of the contest for financial aid to NGOs announced for 2009, that 212 of the projects became contestants last year, while 357 were represented in the competition for the first time.
Guliyev, who also acts as president of the National NGO Forum, told a press conference that although the NGOs submitting their projects had sought assistance totaling 9 million manats ($11.1 million), the Council`s fund made up many times less - 2 million manats (about $2.5 million).
Guliyev noted that six NGOs whose documents did not comply with the rules of the contest were not allowed to stand in it. 563 projects had been reviewed by experts. As a result, 1.848 million manats ($2.28 million) were allocated to 226 approved projects.
The projects were grouped in 14 priority areas, with the key ones being human rights and democracy, institutional development of NGOs, the Armenia-Azerbaijan conflict over Upper Garabagh as well as initiatives seeking to facilitate the solution of family, women and children`s problems in the country. The maximum amount of each project was 17,000 manats ($21,000).
President Ilham Aliyev signed a decree on establishing the Council for State Support to NGOs on December 13, 2007.
