WB to aid waste management in Baku
The Azerbaijani government and the World Bank signed a $29.5 million loan agreement last week to undertake a project on clearing the capital, Baku, of domestic waste.
The five-year Integrated Solid Waste Management project is expected to eventually cost $41.5 million. The remainder of the required funds would be supplied by the government.
The document was signed by Shahin Mustafayev, Economic Development Minister, and Gregori Yedzherchak, the head of the WB office, according to the ministry.
According to the agreement, support will be provided for establishing and developing the Clean City open joint-stock company to increase the scope of the project. At least one foreign specialist with extensive international experience in the field will be permanently employed by the company.
As part of efforts to upgrade and manage the waste dump located in the Balakhany settlement of Baku, the funds will be spent to step up control over environmental pollution, increase efficiency at the facility, purchase equipment meeting international standards, and carry out construction operations. In addition to that, preparations will be made for the construction of new up-to-date waste grounds.
In order to collect waste, the quality of services will be increased in the districts of the capital, as well as in the locations where this process is ineffective, and trucks and garbage disposal containers will be purchased for the collection of solid waste.
In April 2009, Azerbaijan`s Economic Development Ministry and France`s CNIM S.A. (Constructions Industrielles de la Mediterranee S.A.), one of the world`s leading companies in the fields of environmental protection and energy production, signed an agreement on building and operating a domestic waste processing plant in Baku. The plant, with an annual capacity to burn 500,000 tons of waste and generate 231 million KWt/hr of electricity, will be built with up-to-date technology, while meeting the European Union`s operational and environmental standards.
Under a relevant presidential decree, the newly established Clean City OJSC was created to manage and utilize domestic waste in the capital and the entire Absheron Peninsula, while the removal and delivery of this waste remains the task of the city`s executive authorities.
According to official estimates, about one million tons of domestic waste accumulates in and outside Baku annually.
