A third of Azeris work without employment contracts
About one-third of employed Azerbaijani citizens
work without contracts, according to a department head at the
Ministry of Labor and Social Security.
Vahab Mammadov said the work force currently makes up about 4 million of the country`s eight million population, but only 1.4 million of them have signed contracts with their employers. In most cases, employers take advantage of the lack of such agreements for their own gains.
The ministry official said gaps in legislation were one of the reasons for this. Thus, under current laws, citizens are at liberty to either sign or do without employment contracts.
"I believe this is wrong. This is a very liberal approach to the matter. So, this issue should be resolved as part of the Labor Code."
Further, Mammadov said that according to existing legislation, employees are to be notified about lay-offs two months ahead of time. "Unfortunately, this legal norm is currently not observed either."
