Participation in elections key for parties seeking state funds – Azeri official
Participation in elections is listed as one of the basic principles in the model for state financing of political parties, Presidential Administration department head Ali Hasanov told press Thursday.
But Hasanov said there are several options of distributing funds among the parties participating in elections, and these options will be announced after the new bill on Political Parties is discussed in the Venice Commission.
The next plenary session of the Venice Commission will be held on October 14-15.
"Today, I and head of the Presidential Administration’s legislation and legal expertise department Shahin Aliyev will leave for Strasbourg to discuss the new bill," Hasanov said, adding that the draft law has been submitted to the Venice Commission.
"Perhaps, discussions of the bill will be completed [in the Venice Commission] over 3-4 days, and, taking into account the conclusions made there, it will be submitted to parliament."
Hasanov said that at present, Azerbaijan is able to finance political parties, which are "key institutions of social life" participating in the shaping of power and governance.
"Therefore, we assume that it is time to eliminate these institutions’ internal and external dependence. Availing of its capabilities, the state can finance political parties. In turn, they must undertake the obligations to Azerbaijani state in accordance with financing."
