President Ilham Aliyev, First Lady Mehriban Aliyeva visit Fuzuli, Jabrayil, Zangilan regions [UPDATE]
President of the Republic of Azerbaijan Ilham Aliyev and First Lady Mehriban Aliyeva have today visited Fuzuli, Jabrayil and Zangilan regions.
As part of the visit to the Fuzuli region, the head of state and the first lady viewed the construction of the Horadiz-Jabrayil-Zangilan-Aghband highway (Zangazur corridor).
President Ilham Aliyev and First Lady Mehriban Aliyeva were informed that the construction of a 123.6-km long road the foundation of which was laid by the Azerbaijani and Turkish presidents is progressing rapidly.
Being a part of the Hajigabul-Horadiz-Aghband-Zangazur corridor highway, the road is of crucial importance in terms of connecting Zangilan with other regions of Azerbaijan and the Nakhchivan Autonomous Republic.
The President and the First Lady also attended the groundbreaking ceremony for the Soltanli station of the Horadiz-Aghband railway line in Jabrayil region. They were informed about the railway and the station.
It was noted that the length of the single-track railway is 110.4 km. According to the project, nine stations (Horadiz, Marjanli, Mahmudlu, Soltanli, Gumlag, Hakari, Minjivan, Bartaz, Aghband), three tunnels, 41 bridges, seven overpasses, about 300 artificial engineering facilities, communication and signaling systems, and electricity infrastructure would be installed along the road. An area of 85 m along the road has been cleared of mines and the process is still underway. A 60-km section of the railway line, including side roads, has been completed. Freight trains circulate along this distance. The construction is being carried out by Turkish company Kalyon RSY Insaat Adi Ortakligi Ticari İşletmesi.
President Ilham Aliyev laid the foundation stone for the Soltanli station.
It was noted that a waiting area, communication, signaling and other service rooms would be established at the station for passengers.
The foundation of the Horadiz-Aghband railway line was laid by President Ilham Aliyev on 14 February 2021. The project is scheduled for completion by the end of 2023. By relevant decrees of the President of Azerbaijan, a total of 312.7 million manats were allocated for the construction of the railway line.
Moreover, the groundbreaking ceremony of a 330/110 kilovolt Jabrayil energy junction owned by AzerEnergy OJSC was held.

The President and the First Lady were informed that the construction of the 330-kilovolt “Jabrayil” substation was of tremendous importance from the standpoint of gaining additional and more favorable access to the Jabrayil-Nakhchivan-Agri (Turkiye) substations, and from there to European energy markets through the Turkish energy system. It is also important for increasing the export capacity to 1,000 megawatts, connecting the Nakhchivan Autonomous Republic to the overall power system of Azerbaijan and integrating the “Khudafarin” and “Giz Galasi” Hydroelectric Power Stations, as well as the “BP Jabrayil” Solar Power Plant, into the energy system.
A three-stage planning has been carried out for the implementation of the Azerbaijan-Turkiye-Europe interstate project, which is of interest to many countries and is of international importance. For this purpose, the 330-kilovolt “Aghjabadi” and “Imishli” substations located near the liberated territories will be expanded and completely reconstructed at the first stage.
President Ilham Aliyev laid the foundation of the Jabrayil energy junction.
It was noted that a 132-km 330-kilovolt transmission line will be laid to Jabrayil from the “Aghjabadi” substation and a 130-km line from the “Imishli” substation. Most importantly, a 330-kilovolt junction substation will be built in Jabrayil. As a result of the construction of the Jabrayil energy junction, the reliability and sustainability of the newly established transmission network of Karabakh and East Zangazur will be significantly increased. At the second stage, a two-circuit 330-kilovolt transmission line will be extended and a 330-kilovolt “Shahtakhti” substation will be built at a distance of 255 km from the “Jabrayil” junction substation to the Shahtakhti village of the Nakhchivan Autonomous Republic via the “Jabrayil” junction substation in order to connect Nakhchivan with the country's main power system. As part of the third stage, an additional conversion substation will be built in accordance with European energy standards to increase the 330-kilovolt to 400-kilovolt in the vicinity of Nakhchivan, and a two-phase 400-kilovolt power transmission line will be laid 230 km from Nakhchivan to Turkiye.
A digital control system would be established at the “Jabrayil” substation. 330 and 110 kilovolts open and 10 kilovolts closed switchgears and a modern control center will be built at the substation. Along with the integration of existing projects into the substation, the location of additional main and ancillary facilities will be considered in the future with a view to expanding it.
The Jabrayil energy junction is a clear example of the importance that Azerbaijan attaches to the creation of an international energy corridor.
President of the Republic of Azerbaijan Ilham Aliyev and First Lady Mehriban Aliyeva also visited Zangilan region on 26 May.
As part of the visit, they familiarized themselves with the progress of construction at Zangilan International Airport.
Ilham Aliyev and Mehriban Aliyeva were informed about the work being done at the airport.
Earthworks had been completed on the apron and asphalt-concrete work was currently underway on the runway. The runway will be 3,000 meters long and 60 meters wide. The airport will be capable of accommodating all types of aircraft, including heavy cargo aircraft.
The construction of the airport's air traffic control tower was scheduled for completion in July. Work on the terminal building is to be completed by the end of August. Built in accordance with international standards, the terminal building will be able to serve 200 passengers per hour. VIP halls, cafes, medical services and office rooms will be created inside the terminal. Equipment and materials have been imported from Italy, Germany and Turkiye.
Zangilan International Airport is one of the main factors in making Karabakh an important transport hub. The airport is also of strategic importance in terms of strengthening the Zangazur corridor with air transport infrastructure. The pace of work is making it possible to turn it into an international transport and logistical hub.
Two more international airports are being built in the liberated territories after Fuzuli Airport. One of them is the Zangilan Airport and the other is being built in Lachin region.
On May 26, President and First Lady also viewed the construction progress of Zangilan Mosque which is being built by the Heydar Aliyev Foundation with the support of the Pasha Holding LLC.
Assistant to President Anar Alakbarov informed the head of state and the first lady of the work done.
The foundation stone for the restoration of Zangilan Mosque was laid with the participation of President Ilham Aliyev, First Lady Mehriban Aliyeva and their daughter Leyla Aliyeva on April 26 last year. The restoration work is underway uninterruptedly.
The President and the First Lady then attended the groundbreaking ceremony for the Occupation and Victory Museums Complex. They laid the foundation stone for the Occupation and Victory Museums Complex.
Additionally, the master plan of the city of Zangilan was submitted to President Ilham Aliyev and First Lady Mehriban Aliyeva.
