Created under the joint project of the Heydar Aliyev Foundation and the Baku City Executive Authority, the Toplan Homeless Dog Care Center was opened in the Balakhani settlement of Baku.

Vice-President of the Heydar Aliyev Foundation Leyla Aliyeva attended the event.

Leyla Aliyeva was informed that the renovation work in the Center began in October 2018.

The center with a territory of approximately 2,500 square meters consists of three administrative buildings.

Special places for keeping dogs-aviaries, quarantine and rehabilitation cages were created.

The territory is landscaped, lightening and ventilation systems were installed there.

The employees of the center will hand the stray dogs in Baku over to the center.

Here the animals will be vaccinated, appropriate measures will be taken in order to stop reproductive activity. Each dog will be chipped. After providing assistance, the dogs will again be released to the territory where they were caught.

Toplan Homeless Dog Care Center is equipped with modern medical facilities for examining, sterilizing, treating and chipping of animals.

In addition, there are rooms for preparation for the operation, residency, diagnostic rooms, storage rooms for veterinary drugs.

Equipped with vehicles for transporting stray dogs and emergency medical care, the center is able to receive 30-50 dogs within a week, provided that all the necessary procedures are completed.

A centralized registration system for stray dogs has also been created. The special information database includes the date and the exact location where the dog is found, its health condition, microchip number as well as medical care provided to the dog.

The database also contains relevant data on dogs released and having found their owner. For the staff of the center - veterinarians, people involved in collecting dogs and other staff, trainings were conducted with the participation of foreign experts.

Several economic buildings and special places for keeping about 80 dogs - aviaries, quarantine and rehabilitation cells will be also created.

The groundbreaking ceremony of another part of the Toplan Center then was held.

It should be noted that the project started in 2018 is aimed at ensuring the safety of residents, taking care of stray animals, as well as changing the attitude of society towards them.
