On September 7, 2025, Ambassador Elchin Amirbayov, Special Representative of the President of the Republic of Azerbaijan, gave an interview to the French editorial office of the I24 News television channel, Azernews reports.

He answered journalist Christian Malar's questions about the peace process between Azerbaijan and Armenia, the consequences of the August 8 Washington meeting for the South Caucasus region, the mediatory role played by Azerbaijan in the international arena, as well as some international issues.

E. Amirbayov recalled that on August 8, the initialing of the peace agreement between Azerbaijan and Armenia took place in Washington, which he described as a significant step towards the normalization of relations between the two countries:

“At this stage, we are not talking about the final signing, but only about the initialling. Thus, the Armenian side still needs to take concrete steps to sign and implement the peace agreement. In particular, there are still provisions in the Armenian Constitution that contradict the sovereignty and territorial integrity of Azerbaijan and express unacceptable territorial claims. Therefore, in order to establish lasting peace, the basic law of Armenia must be brought into line with the text and spirit of the peace agreement already initialled by both countries.”

The presidential envoy added that, however, the initialling of the agreement itself is a great step forward:

"This is the result of a constructive dialogue conducted in a bilateral format, the political will of both sides and, of course, the constructive support of a number of international partners. In particular, we highly appreciate the personal contribution and efforts of US President Donald Trump. If this process continues seriously and resolutely, a new page in the history of the South Caucasus based on cooperation, stability, and shared prosperity can be opened," he noted.

Since regaining its independence, Azerbaijan has consistently pursued a multifaceted, pragmatic, and national interest-based foreign policy, establishing bilateral relations with countries including Iran and Israel based on mutual respect, sovereignty, and shared interests.

Elchin Amirbayov highlighted that Azerbaijan does not aim to take sides amid differences of opinion between these countries, but instead seeks to play a constructive role and, where possible, contribute to their mutual understanding. “We firmly believe that regional tensions should not hinder dialogue and that secret diplomacy can sometimes open unexpected paths towards detente. We act in this spirit: cautiously, balancedly and responsibly,” he said.

The Special Representative of the President also shared Azerbaijan’s perspective on the ongoing events in Gaza:

“The two-state solution, like many international actors, remains in our eyes a reliable and sustainable basis for a just peace between Israelis and Palestinians. The ongoing conflict in Gaza makes this solution more distant and fragile, but does not eliminate its relevance. On the contrary, this tragedy reminds us of the urgency of a negotiated political solution based on international law, the security and dignity of everyone. The role of the international community is to actively support any credible initiative in this direction,” Elchin Amirbayov emphasized.
