Over 2,000 people released in Uzbekistan under amnesty

The Attorney General's Office of Uzbekistan reported that 2,050 citizens of Uzbekistan were released from prisons under the amnesty act.

The Amnesty decree was adopted by the Senate of Uzbekistan in early December 2012 in connection with the 20th anniversary of the Constitution, and came into force on December 5, 2012 and should have been carried out within three months.

According to the decree of the Senate, the amnesty first of all should be implemented in relation of those whose crimes do not represent a danger to society, including the women under 18, men over 60 and foreign nationals.

The amnesty also covered disabled persons of the first and second groups, and those who suffer from serious illnesses, as well as people who committed the crime because of negligence and were convicted for the first time.

The amnesty also applied to persons who were for the first-time convicted of involvement in terrorist organizations, those who have not committed any serious crimes and have embarked on a path of correction.

The senate banned the implementation of amnesty in relation of those who were sentenced to imprisonment for life, who were convicted of murder, and those who committed particularly serious crimes.

The right to make a decision on amnesty was passed to the Senate by the head of state at the start of the work of a two-chamber parliament in Uzbekistan in 2005. Earlier, it was exclusively the prerogative of the president.

The Senate of Uzbekistan first adopted a resolution on amnesty in 2005 in connection with the 13th anniversary of the adoption of the Constitution.
