State develops new model of targeted social assistance

Azerbaijan is developing a new model of targeted social assistance.

Hadi Rajabli, the chairman of the Azerbaijani Parliamentary Committee on labor and social affairs announced about this on January 28.

He noted that the Parliament has already scheduled hearings on a new model of targeted social assistance.

"The Parliament will again consider this model, after which it will make a relevant decision," the MP added.

The legislation of Poland was taken as a basis when developing the new model of targeted social assistance in Azerbaijan.

"We have periodically made amendments to the relevant legislation. If earlier 10 documents were required [for receiving targeted social assistance], now their number has been reduced," Rajabli stated adding that the time for consideration of documents has been reduced as well.

Currently, the percentage of families receiving the targeted social assistance is 5.1 percent. After the allocation of additional 20 million manats, this figure will reach 6 percent.

The decree signed by President Ilham Aliyev on January 25 on allocation of 20 million manats ($12.5 million) for financing the targeted social assistance is expected to strengthen the social protection of low-income families.

As of December 30, 2015, some 114,000 families or approximately 500,000 people were reported to receive the targeted social assistance. The government provides assistance to each family in the amount of 153 manats ($95.6).

Rajabli went on to add that bills "On the Rights of People with Disabilities" and "On Tourism" will be reviewed during the parliament’s spring session.

He said the first bill is a modified version of the law "On Prevention of Disability", which was passed earlier.

“This law has partially lost its relevance,” he noted. “Therefore, it was necessary to improve it.”

Rajabli also said a number of changes are planned to be made in Azerbaijan’s Labor Code.
