Customs Committee to launch risk management system

Azerbaijan’s State Customs Committee will launch a system of risk management under the customs control, Head of the committee Aydin Aliyev said during the presentation of the system on July 13.

He underlined that the use of the system is one of the main requirements for the introduction of the “green corridor system”.

“We have already prepared a risk management program. Today, we hold a presentation of the program. Main objectives of the presentation are exchange of views between the employees of customs authorities and representatives of the UNDP as well as inclusion of necessary corrections to the program,” he said.

Introduction of the system is considered to be one of the main components for the perfect border management which meets international standards. The system envisages that the customs control as well as customs clearance of goods and transport facilities will be implemented on the basis of predefined risk categories.

The system is expected to be advantageous for entrepreneurs as it will facilitate and accelerate customs procedures. The system will also provide for prevention of customs offences.

The ‘green’ corridor provides for the check of all necessary documentation. The difference of the ‘blue’ corridor from the ‘green’ one is the implementation of post-customs audit. The ‘yellow’ one implements partial customs control while the ‘red’ one stipulates a thorough examination.

The ‘green’ corridors are mainly introduced with a view to ensure more rapid and transparent implementation of the customs clearance of goods and means of transport to facilitate a number of procedures.

Earlier, Aliyev announced that Post Clearance Auditwill be implemented in relation to the goods passing through the ‘yellow’ and ‘blue’ corridors at the customs checkpoints.

He underlined that the system can also be used in relation to 10 percent of the goods passing through the ‘green’ corridor in accordance with the rules, while the figure amounts to 50 percent in relation to the goods submitted to ‘yellow’ and ‘blue’ corridors.
