Kazakh President Nursultan Nazarbayev has instructed the relative bodies to use South Korea's experience in energy efficiency field.

"In the past, I visited South Korea and held talks with its officials. The former president of South Korea told me that the country had technologies for sharply decreasing electricity consumption during transportations. I urged the ministers upon my return to use South Korea's experience but nothing was made in this regard," Nazarbayev said.

He went on to add that Kazakhstan loses up to 20 percent of the generated electricity.

"This is the output of an entire power plant, while South Korea loses only 7 to 8 percent during transportations," he noted.

"The energy efficiency should become the main base of development of Kazakhstan's economy," the president stressed.

"We don't need to build power plants. We only have to upgrade the current ones. The factories and enterprises need to get modernized," Nazarbayev noted.

He underscored that Kazakhstan will not be able to get into the top 30 developed countries, if it doesn't pay due attention to energy efficiency.

Earlier the Kazakh President set the task to reduce the consumption of energy by 10 percent every year until 2015. Last year Kazakhstan adopted the Energy Efficiency-2020 program. As part of the Energy Efficiency-2020 program it is planned to implement 78 different activities worth more than 1.1 trillion tenge.

In the framework of the program on modernization of housing and utilities sector for 2011-2020, the renovation of houses with thermo-elements was underway. This will allow reducing heat consumption by 30 percent.

Also, the construction of three energy centers -- in Astana, Almaty and Aktobe -- is underway. The main goal is to create a platform for the promotion of energy-saving and energy-efficient technologies and materials.

The long-term energy efficiency program provides for public monitoring of the implementation of energy conservation programs by local executive bodies, promotion of energy saving, etc.

According to projections, if the energy conservation efforts are not taken into account, consumption of energy resources in Kazakhstan could amount to 90 million tons of oil equivalent by 2015 and 120 tons of oil equivalent by 2020.
