Azerbaijan, Russia to call cheaper

Azerbaijan and Russia will soon make cheaper phone communication, as the two countries will soon sign a document regulating the inter-operator mutual settlements in the provision of services of international communication.

Head of international relations department at Russian Rostelecom Alexei Borodin said the document was developed as part of the Regional Commonwealth of Communications, and then sent to the Council of CIS Heads of Government.

“Azerbaijan has agreed with this document, and it will be signed in the near future. This document will not only reduce the cost of mobile roaming, but create in general an opportunity to cut the tariffs for international calls, thus enabling the citizens of Azerbaijan and Russia to call each other at more affordable rates,” said Borodin.

Despite developing popularity of application for communication via the Internet, the phone calls between Azerbaijan and Russia are still in demand as many Azerbaijanis live in the neighboring country. However, high price prevent people to use phone calls frequently.

The cost of one minute of conversation, proposed by operator within the framework of international services, depending on the country, varies from 0.36 to 0.54 manat.

A minute of conversation with the CIS countries and the Baltic states is 0.36 manat, Iran and Turkey – 0.45 manat, the European countries and the U.S. – 0.54 manat.

The agreement “On conditions for the implementation of inter-operator mutual settlements in the provision of international telecommunication services in CIS countries” was signed at the meeting of the Council of CIS Heads of Government in Dushanbe on October 30, 2015.

Russian administration of communication advocated the need for fair rules in the legislation of the RCC countries at the national level, in particular on issues of double taxation, rules of tariff and regulatory principles.

The agreement may become the next step to overcome discrimination in the provision of international services. It will open new opportunities for the expansion of international communication services, improve their quality and availability, which in turn will enable the information society of the Commonwealth countries to develop even more dynamically and efficiently.

In addition, the agreement will allow heads of the telecommunications industry of the CIS countries to make appropriate amendments to the sectoral legislation.
