New state program on regions’ socio-economic development be developed by late 2013

The third state program on socio-economic development of the Azerbaijani regions will be developed by late 2013, Economic Development Minister Shahin Mustafayev said at the board meeting of the ministry.

The first state program on socio-economic development of the regions covered 2003-2008 years and the second - 2009-2013 years.

Mustafayev said aappropriate instructions were given on application of the intensive methods in crop and livestock production, implementation of project on e-agriculture and creation of an e-registration system of farmers, further enhance of food security and improvement of the level of self-sufficiency and the system of granting subsidies as well.

The ministry reported that specific instructions were also given regarding the diversification of the economy, complete formation of healthy competitive climate , fight against the monopoly, promotion of domestic production, the internal market of local products and reduce dependence on imports, increase of ICTs usage, acceleration of personnel training, etc.

Earlier, Azerbaijani Prime Minister Artur Rasizade said 4.7 billion manats were allocated in 2012 to finance work under the state program on the social and economic development of Azerbaijani regions in 2009-2013.

Over 2.1 billion manat were allocated for the implementation of the state program on socio-economic development of Baku and its suburbs, he said while presenting the government's report on the results of 2012.

"The two state programs on regional development implemented in Azerbaijan are yielding positive results. 16 billion manat were allocated to finance the state program in 2009-2012, which exceeds the costs of the first state program by 2.4 times," Rasizade said.

The main goal of the state programs on socio-economic development of regions of Azerbaijan were to achieve acceleration of development of the non-oil sector, diversification of the economy, balanced regional and sustainable socio-economic development, further improvement of welfare of the population in the country, implementation of comprehensive measures on efficiently use of labor force, natural and economic resources in regions, expanding reforms in agricultural sector, increasing employment of population, decreasing the level of poverty, renewing the infrastructure, creating favorable investment climate, modern enterprises and new work places.
