WB to grant $13.5 million to Tajikistan

World Bank will allocate $13.5 million to Tajikistan for the development of municipal services fund in the country.

Board of Executive Directors of the World Bank approved a grant of $13.5 million to finance the "Project on development of municipal services fund in Tajikistan", aimed at improving the delivery of basic municipal services to the public, Avesta reported.

The project relies on previous investments and reforms in the utilities sector, conducted and funded by World Bank, which was beneficial for more than one million Dushanbe residents and other cities, according to WB’s office in Tajikistan.

Patricia Vivers Carter, the head of WB’s office in Tajikistan said small towns in the country are experiencing great difficulty in municipal infrastructure, as more than 80 percent of this infrastructure requires recovery.

“The new project will support the population of these cities, including vulnerable groups through improvement of water supply services, local sanitation and utilization of solid waste, as well as street lighting and road reconstruction. Moreover, given the large financing needs, the project will be organized by the Development Fund for utilities, which bring together national and donor funds to support a sustainable program of investment in municipal sector,” Carter said.

The project on development of municipal services fund will assist in the improvement of municipal and communal infrastructure and will expand the capacity of local authorities and businesses to provide services for raising the level of services for population. The services include provision of clean drinking water, sanitation, solid waste utilization, street lighting and local roads. More than 100 thousand residents of Hissar, Kanibadam, Danghara, Sarband and Vose and Farkhor will benefit from investments in local infrastructure.

The project will also support local governments and local businesses to provide services in improving the efficiency of planning and operation through the development of local investment plans, improve the management of public facilities, billing and collection, as well as the involvement of local people in the management and operation of investment.

The project will be implemented over the next four years, by the State Unitary Enterprise "Hochagii Manziliyu Communali" (Housing and Communal Services).

In addition to this new project, the contribution of World Bank in the development of the municipal sector in Tajikistan includes two ongoing projects.

These are "Second Dushanbe Water Supply Project" and "Additional funding for the project on development of municipal infrastructure."

The objective of these projects is to deal with issues linked with the water supply, sanitation and utilization of solid waste through institutional reforms and investments in infrastructure, according to WB’s office in Tajikistan.
