Uzbek MPS develop program of measures for coming years
The MPs of the Legislative Chamber of the Oliy Majlis
(Parliament) of Uzbekistan discussed the draft program of
legislative, control and analytical activity and organizational and
legal measures for 2015 and subsequent years at a meeting of the
factions.
The meeting participants said that this document has been developed
in the new socio-political, socio-economic conditions that impose
higher requirements on the MPs. The speakers offered to improve the
effectiveness of adopted laws, changes and amendments to them by
including specific implementation mechanisms to ensure timely,
comprehensive implementation of the provisions of the laws in
subordinate acts, Trend reported citing the Lower House of the
Parliament.
The draft program provides a greater focus for legislative work and
improvement of organizational and legal feedback mechanisms aimed
at studying the effect of the laws adopted to deepen the political,
social, economic, judicial and legal reforms, including the use of
ICTs, the involvement of the media to cover the work of MPs.
MPs also believe it necessary to conduct a public review of draft
laws involving the general public to the process of their
discussing, the creation of an effective mechanism for
parliamentary oversight of the quality development and adoption of
subordinate regulations, ensuring the implementation of the newly
adopted laws.
It was previously reported that the President Islam Karimov
highlighted the individual shortcomings of the activities of the
parliament of the previous convocation in his speech at a joint
session of the Legislative Chamber and the Senate of Oliy Majlis in
the new structure on January 23, 2015.
In particular, he noted that the Oliy Majlis paid insufficient
attention to the application of laws, because adopted laws often do
not contain specific mechanisms for implementing of the norms
available and subordinate regulations are not published or are
published too late.
The President also stressed the importance of a broad discussion of
draft laws, parliamentary control over the activities of public
authorities on the implementation of laws, called for greater
initiative, activity of political factions and individual MPs.
