Kazakh president invites Russia to joint hydrocarbon research

Kazakh President Nursultan Nazarbayev has invited Russia to conduct a joint research on hydrocarbons.

The proposal was made during the XI Forum of Interregional Cooperation of Russia and Kazakhstan, held in Atyrau on September 30, Trend Agency reported.

"It is already clear that the energy sector of our countries can not achieve a big breakthrough without the required know-how. In this regard, our scientific institutions could conduct research on promising areas such as intensification of heavy oil, deep sea mining, oil shale, oil synthesis, alternative energy," Nazarbayev said.

He added the joint ventures could play an important role in this regard.

"The training of a new generation of frames must lie at the heart of all these projects. It is necessary to expand cooperation in the training of graduates of higher schools, post-secondary educational institutions and increase the exchange of students for practice in the oil and gas industry," Nazarbayev noted.

The Kazakh president said the two countries have a great opportunity to make a significant breakthrough in the hydrocarbon sector.

"The results of such projects would be demonstrated at the EXPO-2017 exhibition. I am confident that our joint works will help achieve all our goals," he added.

Energy-rich Kazakhstan has set new goals to develop the production and processing of hydrocarbon resources and electricity.

The new goals are envisaged in the recently presented new concept for the development of the country's fuel and energy complex, in which Kazakhstan plans to invest around $2 billion.

The Caspian-littoral Kazakhstan ranks 12th in the world for its oil reserves, and 20th for gas reserves. Therefore, the country plans to increase the gross volume of oil and condensate production to nearly 112 million tons by 2030.

Being rich with hydrocarbon resources, Kazakhstan intends to encourage large national companies and subsoil users to invest in geological exploration as well.

The country has developed a draft law on the improvement of investment climate in the country. The law is also aimed at stimulating further activities of investors, providing a mechanism for the investment incentives provision through concluding investment contracts, as well as ensuring the state support for investors and implementing investment projects in important sectors.

Bilateral documents inked

Later, Kazakhstan and Russia signed a number of documents on the results of the forum, in particular an agreement on the features of economic activities on the border area during the extraction of copper-pyrite ores in the Spring Aralchi field, an agreement on the use of radio spectrum in the Baikonur complex, acooperation agreement between Atyrau and Bashkortostan on trade-economic, scientific-technical and cultural cooperation, an agreement between Atyrau and Tatarstan on trade-economic, scientific-technical and cultural cooperation, and an agreement on strategic cooperation between the BIPEK AUTO ASIA AUTO (Kazakstan) and AvtoVAZ Ltd. (Russia) Group of Companies.

The next -- XII Forum of Interregional Cooperation of Russia and Kazakhstan will be held in 2015 in Russian Ufa city.
