Abkhazia, a province in the Black Sea region, broke from Georgian rule in 1992-1993 after the Soviet collapse. Together with another Georgian region, South Ossetia had been the focal point of a war between Georgia and Russia in 2008.

Tbilisi broke off relations with Moscow in August 2008 when Russia crushed a Georgian assault to reassert control over two rebel regions. Georgia announced the two unrecognized republics as occupied territories in September 2008.
