Kazakhstan adopts new measures to improve migration policy

Kazakhstan's Labor and Social Protection Minister Tamara Duisenova said new measures have been adopted to improve the country`s migration policy.

The measures consist of three sections, namely: external migration, internal migration and ethnic migration.

"Regarding external migration, we plan to introduce the principles of free movement of employees of multinational corporations that invest in manufacturing, agricultural industry and geological exploration," Duisenova said.

The minister went on to say that in order to encourage investment activities and provide main sectors of economy with highly skilled experts, the operating companies are permitted to attract their employees from other countries.

"We plan to form an open market with highly qualified experts, similar to the Canadian, New Zealand and Singaporean markets," Duisenova said.

"Foreign employees arriving for self-employment in the country (managers, engineers, scientists, researchers, and teachers) can work out of the quota and without permission. They can go ahead with the certificate confirming their high level of education or qualification."

Earlier, the Kazakh government published a list of important sectors and professions in demand, as well as requirements that have been developed for the qualification and required level of education of the migrants arriving in the country for self employment. Entry and employment of foreign workers will be allowed only in case of their compliance with the requirements.

"Furthermore, we plan to attract talented young people with similar experiences from neighboring countries of Singapore, Malaysia, the UK, and other developed countries," Duisenova said.

The government also plans to introduce a system of grants in Kazakhstan for education of the talented foreign students from neighboring states in the leading universities of the country on a par with its citizens.

" After education, the best students would be given the opportunity to obtain a simplified temporary work permits for up to three or five years," the minister said.
