Kyrgyz president says to leave position in late 2017

Kyrgyz President Almazbek Atambayev said that he will leave his position in a year and the power will change in the country, RIA Novosti reported.

Atambayev was elected the president of Kyrgyzstan in 2011, and the term of his powers for this position expires in late 2017.

“There are many people who are willing to take on the presidency, and their number will only increase,” he said. “I’m glad that we won’t have a successor, and this means we were able to build a democratic country… I think the presidential election should be held in October 2017 if the legislation allows.”

Atambayev noted that it will be great if two powerful parties are formed in Kyrgyzstan by 2020, and if these two parties are able to succeed each other in the country’s parliament.

The Kyrgyz president added that this move will prevent marginal politicians from coming to power.

On December 11 Kyrgyzstan will hold a referendum on constitutional amendments.

The proposed constitutional amendments include provisions granting more powers to the cabinet and to leaders of parliamentary factions, as well as, allow combining the position of the prime minister, or deputy prime minister with MP activities.

Kyrgyzstan has had three constitutions: the original 1993 post-independence document which was amended twice before and twice after the 2005 Tulip Revolution, a constitution passed by referendum in 2007, and the present constitution passed by referendum in 2010 after the second revolution.

Kyrgyzstan is a parliamentary representative democratic republic, whereby the President is the head of state and the Prime Minister of Kyrgyzstan is the head of government. Executive power is exercised by the government. Legislative power is vested in both the government and parliament.
