Euronest Bureau: Karabakh conflict doesn’t have military solution

The Armenia-Azerbaijan Nagorno-Karabakh conflict doesn’t have a military solution, said the message adopted by the Euronest Parliamentary Assembly.

The Bureau of the Euronest Parliamentary Assembly, composed of the heads of delegations from the European Parliament and from the parliaments of Azerbaijan, Armenia, Georgia, the Republic of Moldova and Ukraine unanimously adopted a message to the Heads of State and Government participating in the 5th Eastern Partnership Summit, to be held on 24 November 2017 in Brussels, Belgium.

For the first time, all members of the Bureau agreed on an ambitious text on the Nagorno-Karabakh conflict.

“We call for an immediate end to military hostilities between Armenian and Azerbaijani forces (…), to solve the Nagorno-Karabakh conflict which does not have a military solution, through a re-launch of substantive negotiations in good faith and genuine confidence-building measures and dialogue,” said the message.

The conflict between the two South Caucasus countries began in 1988 when Armenia made territorial claims against Azerbaijan. As a result of the ensuing war, in 1992 Armenian armed forces occupied 20 percent of Azerbaijan, including the Nagorno-Karabakh region and seven surrounding districts.

The 1994 ceasefire agreement was followed by peace negotiations. Armenia has not yet implemented four UN Security Council resolutions on withdrawal of its armed forces from the Nagorno-Karabakh and the surrounding districts.
