Azerbaijan sends letter on Nagorno-Karabakh conflict to UN Secretary General

Permanent Representative of Azerbaijan to the United Nations has addressed a letter to the Secretary General of the organization on Armenia-Azerbaijan Nagorno-Karabakh conflict.

The letter was sent in accordance with “The situation in the occupied territories of Azerbaijan,” “Protracted conflicts in the GUAM area and their implications for international peace, security and development,” “The rule of law at the national and international levels” and other relevant agenda items of the 72nd session of the UN General Assembly.

The letter explained in detail the consequences of Armenia’s policy of aggression and occupation against Azerbaijan, international legal responsibility of Armenia for wrongful acts, resolutions and decisions of the UN Security Council and other international organizations in connection with the conflict. The letter also exposed humanitarian and other aspects of the conflict, illegal economic and other activities in the occupied lands of Azerbaijan and third party responsibility for such actions, as well as the groundlessness of Armenia’s claims.

The letter numbered A/72/508-S/2017/836 was circulated as the document of UN General Assembly and Security Council.

Azerbaijan and Armenia fought a lengthy war that ended with signing of a fragile ceasefire in 1994. Since the war, Armenian armed forces have occupied 20 percent of Azerbaijan's territory, including Nagorno-Karabakh and seven surrounding regions. More than 20,000 Azerbaijanis were killed and over 1 million were displaced as a result of the large-scale hostilities.

While the OSCE Minsk Group acted as the only mediator in resolution of the conflict, the occupation of the territory of the sovereign state with its internationally recognized boundaries has been left out of due attention of the international community for years.

Until now, Armenia ignores four UN Security Council resolutions on immediate withdrawal from the occupied territory of Azerbaijan, thus keeping tension high in the region.

Azerbaijan has long ago stated it is ready to settle the conflict through direct negotiations with Armenia with mediation of the OSCE Minsk Group co-chairs. However, the Armenian side is constantly trying to make up reasons to avoid a constructive dialogue and preserve the unacceptable status quo in Nagorno-Karabakh.
