Azerbaijan accomplishes first stage of JICA project

The first phase of the reconstruction project of Gusar region is accomplished now. The phase will ensure uninterrupted water supply for 400 homes, Azersu (national water operator of Azerbaijan) reported.

The project was part of a water supply and sanitation services project underway in small towns of Azerbaijan. It was funded by the Japan International Cooperation Agency in collaboration with the government of Azerbaijan. It will provide over 6,100 subscribers with water through a smart card which is connected to a central network.

A rainwater installation of drainage type with a capacity of 85 liters per second or 7,344 cubic meters per day has already been built in the channel of Gusarchay within the framework of the first phase.

The main water tanker with 21 km length and three reservoirs were built in the city. Currently, works are underway on the second phase of the project which will involve a centralized network of water supply and sanitation in Hussar.

Works on the construction of 10 kilometers of the 106.5 kilometers long water pipeline, and 51 kilometers of sewer lines with a total length of 102 kilometers are also accomplished.

The villages of Balagusar, Hasangala, Kohne Hudat, Chilyagir, Yukhary Lyayar, Gayakend and Huray of Hussar region, Chartepe, Orta Huch, Ashagy Huch of Guba region will also be provided with drinking water along with the city of Hussar within the framework of the project.

Wastewater from Hussar, Guba and Khachmaz regions will merge in the installation of wastewater treatment plants to be built in the future in the Khachmaz region.

Reconstruction of the water supply and sewerage Gusar project will provide 31.5 thousand residents of Hussar and 10 surrounding villages with drinking water until 2030.

A loan agreement for the project of water supply and sanitation in small towns of the country was signed between the Azerbaijani government and JICA on May 29, 2009. With a total project cost of $452 million, JICA will provide a loan of $344 million (32,851 million yen), and the remaining $108 million fall on the share of the government.

Credit resources are provided on a combined scheme of financing. One part of the loan is provided for 30 years at an annual rate of 1.4 percent, the second for 40 years at a rate of 0.65 percent. In this case, the services of consultants are also financed by credit funds disbursed at an annual rate of 0.01 percent for 40 years.

Credit payments will begin in March 2019 and complete in 2049. The project aims to improve water and sanitation systems of Shirvan, Salyan, Neftchala, Khachmaz, Barda, Yevlakh, Khizi, Hussar, Gobustan and Naftalan areas.

The executing agency of the project is the Azersu joint-stock company.
