Azerbaijan direct 3 bln manats to implement measures reflected in state program: minister

Azerbaijan has allocated three billion manats to the implementation of measures reflected in the state program on socio-economic development of Baku and its settlements in 2011-2013.

These remarks were made by Azerbaijani Economy and Industry Minister Shahin Mustafayev on December 23 at the conference presided by President Ilham Aliyev to deal with the outcomes of the state program.

"The ministry and Baku Executive Power coordinated and exercised a control over the implementation of the state program. The results of the monitoring are published in the Internet, and all the fields reflected in the program are being regularly discussed with the representatives of executive bodies and society. Some 3,500 kilometers of gas pipelines were constructed, additional 132,000 consumers were provided with gas in Baku, settlements and towns of the capital and Absheron peninsula as a result measures carried out within three years of its implementation. Furthermore, 39 electric substations and 264 transformers were constructed or repaired, 4,400 kilometers of electric power lines were launched, as a result the population and economy were provided wit electric power," the minister said.

He also noted work on reconstruction of the Zabrat-Mashtaga-Buzovna highways and part of the Zigh circle-Heydar Aliyev International Airport road was completed.

"Currently the reconstruction of Bilgah-Novkhani-Sumgayit and Zigh-Hovsan highways, as well as the main road in the Bina settlement is underway. Some 62 kilometers of town roads in 22 settlements which are used by over 420,000 people have already been repaired, over three million square kilometers of asphalt cover was treated, as well as 41 bridges, tunnels and pedestrians crossings were put into operation," he noted.

Speaking about the measures carried out in the communication field, Mustafayev said buildings for 11 automatic telephone stations nine post station divisions were constructed, 28 automatic telephone stations were reconstructed, fiber optic cables were launched in Zira, Gurgan and Pirallahi settlements, the speed of Internet connection of the Bakinternet provider was increased to 7.5 gigabyte per second.

"The implemented industrialization policy gave a serious impetus to the dynamic development of the city and its settlements. Baku shipyard, plants for production of construction materials, metal constructions, repair of ships, pilot test, cement and other industrial facilities were put into operation, the total volume of investment in which amounted to two billion manats within three years. Currently the construction of several production and processing facilities is underway," he said.

"Work on reconstruction of Absheron main canal was continued with purpose to support the development of agrarian field in Baku settlements. To improve water supply of home grounds in Khazar, Sabunchu, Surakhani and Absheron districts 278,000 long meters of pipelines were constructed and six veterinarian stations were built," Mustafayev said.

He went on to note that within three years 680 entrepreneurs operating in Baku settlements were allocated preferential loans worth 148 million manats through National Fund for Entrepreneurship Support under the Economy and Industry Ministry.

The implementation of these projects will ensure the establishment of 5,300 new working places, the minister said.

Mustafayev also said 53 large projects based on high technologies were financed through these loans.

"Some 33 events within the state support to entrepreneurship were held and 4,550 entrepreneurs were provided with technical support since the adoption of the state program. The launched bakery plants with 150,000 tons of production capacity provide the Baku and settlement population with products. Furthermore, poultry farms with production capacity of 5,300 tons of meat and 67 million eggs per year as well as cutting (1,800 tons per year) and processing (10,000 tons per year) factors have started operating," Mustafayev said.

The December 23 meeting was also addressed by Baku Mayor Hajibala Abutalybov, Chairman of the Azersu OJSC-national water operator Gorkhmaz Huseynov, and Chairman of the Azeristiliktechizat OJSC-national heat supply operator Yashar Hasanov.
