The Taxes Ministry of Azerbaijan has started application of a "green corridor" principle in Baku.

To ensure implementation of the new principle in the tax system management a new Transparent Tax Partnership Department started to operate starting December 1.

The main purpose of the department is to provide services to taxpayers, who timely and fully fulfill tax obligations and cooperate with the tax authorities on risky transactions.

Deputy Minister of Taxes Ilkin Veliyev said that about 400 taxpayers will be able to benefit this system.

"The technical capabilities of the Automated Tax Information System (AVIS), created by the tax authorities, allow us to carry out more than 300 cross-analyzes on taxpayer operations and ensure full control over their activities. While determining the disciplined taxpayers, they are sifted through the "sieve" of the relevant tests and detected after the testing meeting the certain criteria. At the first stage the number of taxpayers hit about 400 people in Baku," he said.

As for the regions, according to the deputy minister the work is underway and possibility of applying the system in regions will be discussed in the near future.

To enter into the category of the disciplined, taxpayers must meet a number of criteria, approved by the Ministry, and the amount of taxes paid is not a measure of the discipline.

"First of all the taxpayers, must promptly and fully pay their tax liabilities. Declare the number of the workers and the actual wage, conduct accounting in accordance with international standards and should not carry out operations with taxpayers belonging to the risk category," said Veliyev.

He also noted that the department should quickly respond to taxpayers' appeal, as well as inform them about the discrepancies in the analysis of tax returns and changes in the tax legislation.

Over the past period some 105,605 taxpayers were registered in the country, according to the Ministry.

The Ministry of Taxes transferred 4.93 billion manats ($2.8 billion) of tax payments to the state budget in January-September 2016, and this is 0.2 percent more than it forecasted.

In non-oil sector the Ministry generated some 3.84 billion manats ($2.1 billion) to the state budget, which is up by 1.7 percent than forecast.
