"Global injustice" impedes settlement of Nagorno-Karabakh conflict

The standstill in the settlement of the Nagorno-Karabakh conflict is explained differently given the variety of factors pushing it into a deadlock.

The conflict is protracted primarily due to Armenia's aggression in view of the conflict's resolution in one hand, the international community's indifference towards the elimination of it on the other hand.

The main problems facing the international community, including the unresolved Armenian-Azerbaijani conflict over Nagorno-Karabakh, are caused by injustice in global politics, Deputy Azerbaijani Prime Minister, Ali Hasanov said in a meeting with rapporteur of the PACE committee on political affairs and democracy Robert Walter.

Hasanov, who is also chairman of the State Committee on Refugees and IDPs, said the inability to tell the truth across the world was the biggest problem in these days.

He believes that the only way to save the mankind from injustice is saying the truth how it appears.

Commenting on the report by Robert Walter in view of the escalation in Nagorno-Karabakh and other occupied territories of Azerbaijan, Ali Hasanov said an impartial report on the Armenian-Azerbaijani Nagorno-Karabakh conflict, will push the Armenian side to turn to aggression.

"The biased report will not be convenient for us. But, despite all the difficulties and complications, it is important to tell the truth," he added.

Earlier Walter, in view of his report about Nagorno-Karabakh conflict, said Armenians wanted the report to be prepared by the OSCE Minsk Group.

He added that justice and humanism will be the main principles in developing the report. In this regard, the norms and principles of international law should be followed in settling the Nagorno-Karabakh conflict.

Referring to occupation of Karabakh, Hasanov said despite more than 20 years-old independence, Azerbaijan has spent many efforts to fight against Armenia's occupation policy.

As for Hasanov, "occupation of Azerbaijan’s territory is a result of the Soviet policy and Gorbachev's perestroika moves."

Azerbaijan's internationally recognized Nagorno-Karabakh territory was turned into a battlefield and zone of aggravated tensions after Armenia sent its troops to occupy Azerbaijan's lands in the early 1990s. As a result, 20 percent of Azerbaijan's internationally recognized territory stands under military occupation of Armenia.

Talking on Azerbaijan's strategy of development, Hasanov said several years ago the President of Azerbaijan identified 5 strategic directions including the reduction of the poverty rate, the reduction of dependence on the oil industry, the protection of human rights and the struggle against corruption.

"We also managed to realize transparent, non-corrupt activities to address the problems of refugees and internally displaced persons,” he noted.

Appreciating the detailed information by Hasanov, Walter, in turn, said his report will include information provided by state officials and also will reflect the opinions of refugees and IDPs.

He noted that the Azerbaijani government will further take upon a major task to rebuild the destroyed infrastructure in the occupied areas.

In response to Walter, Hasanov said Azerbaijan has prepared a "Great Repatriation (Great Return) Program" that envisages the entire process of rebuilding involvement in the occupied territories and other issues.
