Nagorno-Karabakh conflict resolution to be mulled in Russia

The OSCE Minsk Group co-chairs will discuss the Nagorno-Karabakh conflict resolution in Russia, the U.S. co-chair of the OSCE Minsk Group, James Warlick wrote on his Twitter page on March 12.

"Look forward to talks with Russia today on Nagorno-Karabakh. We are resolved to work together with France to support the path to peace," Warlick said.

On March 11, the Minsk Group co-chairs Igor Popov (Russia), Jacques Faure (France), Warlick and OSCE Chairman-in-Office Personal Representative Andrzej Kasprzyk discussed the settlement of the Nagorno-Karabakh conflict with Armenian foreign minister Edward Nalbandian in Moscow.

"Talks with FM Nalbandian in Moscow confirm that Armenia seeks a peaceful settlement in Nagorno- Karabakh. Will pursue options for dialogue," Warlick wrote.

Azerbaijani Foreign Minister Elmar Mammadyarov met with OSCE Minsk Group co-chairs in Paris on March 10.

The Paris meeting discussed the current state of the negotiation process for resolving the conflict.

The parties expressed concern over non-settlement of the Armenian-Azerbaijani Nagorno-Karabakh conflict.

Following the meeting, Warlick said the OSCE Minsk Group hopes the presidents of Azerbaijan and Armenia will meet this month, and also noted that only the presidents can address the most difficult issues regarding peace.

The Nagorno-Karabakh conflict emerged in 1988 when Armenia made territorial claims against Azerbaijan. Since a lengthy war in the early 1990s that displaced over one million Azerbaijanis, Armenian armed forces have occupied over 20 percent of Azerbaijan's internationally recognized territory, including Nagorno-Karabakh and seven adjacent regions.

The UN Security Council's four resolutions on Armenian withdrawal have not been enforced to this day.

Peace talks, mediated by Russia, France, and the U.S. through the OSCE Minsk Group, are underway on the basis of a peace outline proposed by the Minsk Group co-chairs and dubbed the Madrid Principles. The negotiations have been largely fruitless so far.
